The Rio Dois Rios River Basin Committee (Rio Dois Rios Committee) was approved by the State Council for Water Resources (CERHI) on November 13, 2003, and is recognized and qualified by State Decree No. 41,472 of September 11 On November 24, 2015, a new wording was given to this one by State Decree No. 45,460. Headquartered in the municipality of Nova Friburgo / RJ, the Committee is a collegial body that is part of the State System of Management and Water Resources - SEGRHI, in accordance with State Law no. 3,239 / 1999.

Its objective is to promote the decentralized and participatory management of the water resources of Hydrographic Region VII, in the state of Rio de Janeiro, consisting of the Negro and Rio Dois Rios river basins, the Tanque stream and adjacent rivers, as well as the basin on the right bank of the course Lower middle of the Paraíba do Sul river, whose main rivers are the Bengal, Negro, Grande and Rio Dois Rios river, with River mouth in the municipality of São Fidélis / RJ.

The area of activity of the Committee covers the municipalities of Bom Jardim, Cantagalo, Cordeiro, Duas Barras, Itaocara, Macuco and São Sebastião do Alto and, partially, the municipalities of Carmo, Nova Friburgo, Santa Maria Madalena, Trajano de Moraes and São Fidélis, located in the mountain region of the state of Rio de Janeiro.

The Rio Dois Rios Committee has advisory, deliberative and normative powers at the regional level, and is composed of a plenary with 24 full members, with the right to voice and vote, and their respective alternates, distributed as follows:

  • 8 Representatives of Water Users;
  • 8 representatives of Civil Society;
  • 8 Representatives of the Public Power (municipal, state, federal).

The Committee also has a Board of Directors composed of a Chief Executive Officer, a Vice-President, a Executive Secretary and three Administrative Directors and a Permanent Technical and Legal Chamber. Its Internal Rules were approved by the Plenary Meeting of the Committee on January 27, 2009, with only one change in 2013
